The West Virginia Certificate of Deposit Program was created in 2006 to place a portion of the state’s short-term investments with West Virginia banks. The BTI offers WV financial institutions that are approved State Depositories the opportunity to invest state funds via Certificates of Deposit (CD). Since inception of the auctions, the BTI has awarded more than $2.2 billion to WV financial institutions. At this portal, you will find a gateway to the CD Auction site detailing rules, instructions, application form, and bid form. Please note that in accordance with WV State Code §12-1-4 and §12-1-5, state funds in excess of insured amounts (FDIC) must be collateralized in compliance with the WV State Treasurer’s Office Collateral Policy.
